First, this is not "refurbished", it's used. Nothing has been done to replace, repair, or verify any components other than a wipedown with a damp cloth and basic power test.
Second, from what we learned at our company when we deployed these M2 "AIR" machines -- the 256gb model has only one SSD processing chip (instead of the M1, M3, M4, etc) "AIR"'s two processing chips. This means reads & writes are going to be significantly slower. It's one of the few times when an "upgrade" is really a "downgrade".
This only applies to specifically the M2 256gb model -- all other models and configs use the better chip configuration. Thanks, "APPLE"...!

So, yes, it has indeed been repaired and not just wiped down with a damp cloth according to you. It's better to understand the difference between used and refurbished, both of which can be found in this seller's and others' listings.

So, like pretty much any normal user of a machine? Doesn't sound like anything is being blown out of proportion...!

And you mean to tell me that this yokel seller on fleabay, claiming it's "refurbished", is going to give you the same refurbishment quality that "APPLE" gives with their directly refurbished products? ....probably not. No reasonable person is going to expect that...!
I strongly doubt any components were replaced, no batteries refreshed, etc from a stockpile of legit, first-party spare parts.
Descriptors such as "Very Good" or "Excellent" or "Open Box" are utterly meaningless and vague enough to suggest pretty much anything. Intentionally ambiguous.
(Don't be surprised if they sneak in machines that really ought to be in a lower tier. Assume any accessories (power supply, cabling, etc) are third-party or counterfeit…or missing outright.)
You might get a device that's been personally owned, babied on a felt-lined desk ….or a corporate-leased, beat-up road warrior laptop. Sight Unseen. Good luck!!!

By your logic, you should probably contact every eBay, Walmart, Best Buy, Newegg, etc. seller offering products as refurbished and inform them that they're actually selling "used" products because you have personally decided that only manufacturer-refurbished units qualify as refurbished. That's not how the term is used in the secondary/refurbished market.
Manufacturer refurbished and seller/third-party refurbished are different categories. A product does not cease to be refurbished simply because Apple didn't perform the refurbishment. Third-party refurbishers routinely inspect, test, clean, repair and recondition products before resale.
Likewise, "assume any accessories are third-party or counterfeit…or missing outright" isn't evidence of anything about this particular listing. If an accessory is missing or the seller is substituting one, that is something to verify from the actual listing and seller notes, not something to invent and present as a fact.
There's nothing wrong with saying "I don't trust this seller's refurbishment process." That's a perfectly reasonable personal assessment.
But "I don't trust it" and "therefore it isn't refurbished" are two very different statements.
And ironically, the actual technical criticisms of this deal; the 256GB single-NAND SSD and the 80%+ minimum battery health, are legitimate and worth discussing. There's no need to manufacture additional problems to make the argument.
A seller with 99.9% positive feedback, roughly 273K items sold, and tens of thousands of positive transactions doesn't automatically have a perfect track record, but calling it a "poor reputation" requires considerably more evidence than you've provided. If you personally don't trust the seller, that's completely fair, but that's different from establishing that the seller has a poor reputation.
The same applies to "these are not refurbished in any meaningful way." The seller explicitly states that the units are inspected, cleaned and repaired, and "Good - Refurbished" is an actual eBay refurbishment tier, not a term I invented for this listing.
And "Allstate, aka as good as no warranty" is another personal characterization, not evidence that the warranty is worthless.
There are legitimate things to scrutinize here; the 80%+ battery-health floor, 256GB single-NAND SSD, third-party refurbishment, and whether $589.66 is sufficiently discounted. Those are indeed worth discussing.
But "I don't trust this seller" → "therefore the product isn't meaningfully refurbished" → "therefore the warranty is worthless" is a series of assumptions, not evidence.
If there's an actual industry source, seller-performance data, or evidence showing that Tek Deals Store routinely misrepresents the condition of its inventory, please provide it. Saying that an unnamed group of people "in industry" knows something doesn't establish it.
Meanwhile, the publicly verifiable information says Tek Deals Store has 99.9% positive feedback, 273K items sold and 24K followers. eBay also has a defined Refurbished program with seller and item standards, including a "Good - Refurbished" tier and a one-year Allstate warranty.
Moreover, this isn't some seller that only appeared in this thread. Tek Deals Store has repeatedly had refurbished MacBooks featured on Slickdeals, including previous deals posted here with the same refurbishment description.
And calling me a "random person" doesn't strengthen the argument either. The deal, seller, refurbishment tier and warranty are all publicly verifiable; people can check them for themselves, unlike your claims, assumptions, and blames.

It absolutely is an ongoing trend to call something that's used by any other name. It's misleading and genuinely incorrect. But this post isn't about WallyWorld, WurstBye, OldChicken, etc. It's about THIS seller calling THIS product "refurbished". Let's keep it ontrack and ontopic, mmmk?
And a power test + wipe down isn't a refurbishment, no matter how you spin it. Nothing is being actually refurbished. I don't trust the seller AND it's not actually refurbished -- doesn't need to be mutually exclusive!
