PCB means printed circuit board — the little green (or black) board inside the adapter with copper traces and any chips soldered onto it.

The reply is a rhetorical jab. FeistyPocket544 is complaining that only a Chinese company makes a USB-C–to–USB-C adapter. freakingwilly is saying: almost nobody in the US still fabricates those boards at consumer-gadget scale.

If you need USB c on both ends, wouldn't a cable suffice? What's the use case here for an adapter with usb c on both sides?
