I got a couple of these. I can plug directly into my phone and airpods, from my 65W brick, without issue and the charge seems find (though no idea what true output is happening), however, if I plug it into my desktop magsafe multi-charger that can charge phone, airpods, and watch simulanteously, it doesn't seem to put out enough power to charge more than one device on that unit at a time. If I put two devices on the magsafe unit, they don't charge. I plug a single output cable into that unit and it works fine. I don't know why it is this way but it means this is limited to travel for me and I still have to have multiple cables on my desk, one for the magsafe unit and one for other USB-C peripherals, which is what I was trying to avoid by getting this cable.

If the 2 devices I am trying to charge are negotiating for different voltages, this cable will choose the lower voltage of the 2 and pull that from the charger?

The cable cannot request a higher voltage than the connected devices support, and USB PD limits 15 volts and lower to 3 amps max. This means that if neither connected device supports 20 volt input, the max output of this cable is 45 watts.

If you're saying that the cable is limiting power with only one device connected, then it's either defective or there is something very weird going on. This cable is supposed to act like any other when only one device is connected.

No, it will buck the higher voltage down to what the lower draw device requests and power it independently with that transformer box on the cable. This is why it recommends connecting the higher draw device first.

I don't know. There is only one device (a 3-in-1 wireless charger) connected directly to the cable, but then there are 2-3 devices connected to that and they don't show as charging. If I swap out the cable for a 1:1 USB-C cable all 3 devices can charge at once. So it sounds like a bad cable.

No, it's power only when 3 devices are connected, and USB2 when 2 devices are connected.
