11c each isn't too bad for a bag this size, but if you have a Sams Club membership, they have a 280 piece bag for $24, roughly 9c each.

Edit: the 160 piece bag above is even better if you have the coupon to bring it down to $13.50

While you get double the individual packages, keep in mind that approximately 90 pieces are a single "big" sour patch kid or swedish fish. If you're only looking at it from the number of candy pouches perspective, yes it's a better deal. But if you're looking at it by weight, then no it's not a better deal. It's 61% more in cost for 36% more candy, and chances are you're not going to give just 1 sour patch kid or swedish fish to a trick or treater.

According to the nutrition facts, approximately 2 bags of swedish fish or sour patch kids is roughly equivalent to 5 individual swedish fish or sour patch kid. So if you wanted to be "fair" to each kid, then you've taken away 54 of the extra packages that the bigger bag contains. So another way to look at it is 80 count for what op posted, 116 for this bag.

Picked up a 200 count of one of these at Grocery Outlet for 4.98, it very well be a YMMV deal with that specific store. And I really didnt want them but dammit 5.66 pounds for 5 bucks... the value side of my brain won that argument
