I have used PLA, PETG, and PLA+ and all of them have printed just fine. I don't use a dryer and my printers are in my basement in WI. My half rolls just go back into the plastic. My one problem was the very end of a roll that sat out for a year.
I am not saying there aren't bad batches, but that is true of every proiduct.

It is absolutely hit or miss but I have found that the returns work great so don't throw it out just return it for a refund and try again. For the record I have had 1 out of 5 orders have a batch like that so it does happen.
How does "bad" or "cheap" filament fail (excluding moisture related since you said it was dry)?
What I am seeing is that there are so many things that can cause failure, from gcode issues, temp, speeds, fans, ambient temps (my issue at the start), moisture, filament, and much more.
It's hard for me know the reason my print failed as solely the caused filament.
