I used to work at a major cookie company. The lab that did quality checks on incoming ingredients advised against pre chopped nuts even though procurement said they saved money buying them this way. In the long run it was more expensive because of the shell bits they sometimes found in chopped nuts that caused the entire lot to be rejected. Chopped nuts processed are from the broken smaller piece of nuts that could not be sold for a higher price as whole nuts would. Sorting tiny shell pieces from already chopped nuts is almost an impossible task. At home, buying a pound or two, it may be easier but I would suggest buying whole or at least nut pieces, not chopped so you can at least take a look at them for shell pieces.

I'd say chopped are scrap pieces.
