Not the same model. The one you're referring to has 256 GB of storage. It also has slower read/write speeds.

The Mac mini has a very fast usb-c connection. So it should be easy to upgrade the storage

I still think that prices will come down at some point. The when, and the how much, is TBD. I don't expect it to be any time in the near term. So I'd say, for the time being, until there's something to indicate movement otherwise, all we can do is consider it the normal for the next "while".
