They can be the right size but these are usually thick like a bookmark. Not sure what restrictions a passport phot has.

UPDATE: They are smaller than the required 2x2 inch square since you can't manipulate them to make a larger photo size than the square/rectangular boxes. So they don't work. However, they are of a normal photo paper thickness - so they would have worked if it wasn't' for the size issue.

I think these are on a thick paper, to be used as a bookmark. It would not be accepted as a passport photo (it's not photo paper). But if you can do your passport application or renewal online, do that instead! You can upload a pic of yourself (a jpg or a self pic from your phone), and the site will tell you if it is good enough, or to try again. We had AAA take our passport pic (free for members) - they can print it out or send you a jpg.
