Only certain cruises don't allow them, others do.

Royal Caribbean prohibits electrical extension cords, surge protectors, power strips, and multi-plug adapters that add extra AC household outlets. However, they permit pure USB charging blocks and wall chargers that feature up to four USB or USB-C ports (without extra AC sockets) and have recognized U.S., European, or international safety certifications (such as UL, CE, or FCC).
