Loaded is renamed from the site "CDKeys", they buy keys in bulk from resellers or other sources. Normally, it means that keys don't actually give the proper rate to the developers. If I'm buying a game I want to make sure that it actually supports the game itself vs going 90% into the sellers pocket, its not much different than piracy at that point in my eyes.
There is a reason isthereanydeal doesn't include gray market, and that dealsgg allows you to turn off keyshops, and even for those keyshops... like Loaded are marked with risks of sale.
