it is a decent 6 core chip and 16gb of ram for this price is great. for sure not a power house but for general use or home server it is solid

This CPU is approaching 3 years old. It was released in early 2024.

Note that it's a "Core 3," not an "i3," and regardless, that's the model of CPU and has nothing to do with how old it is. Your question is like asking "Isn't a Honda Civic outdated?" without specifying the model year.
