YMMV, but I've ordered many Ryobi items from Direct Tools Outlet that were advertised as "factory blemished", but none of them were. They arrived as new, with zero visible defects in the product or packaging. I think they use the verbiage "factory blemished" to allow them to sell below what TTI (Ryobi's parent company) says they can advertise them for. Cheap trick, but it benefits the consumer for once.

Correct, factory blemished is new. Its also not about selling below what TTI lists them at. Its so TTI can sell product outside of the homedepot contract.
