These look like the black screws used in office chairs. I usually take ours apart and keep the screws when I toss out the chair. There's always at least a few dozen.

I've seen screws like this in an electric scooter where the bolt head had to be flush with the deck. I don't think there is a typical applications for these - rather only a million niche applications all needing a flush installed fastener.
