Wondering if this could be used as a frost blanket for plants?

It would be somewhat effective because it would stop condensation from forming on the plants but it would also block 90% solar gain that the ground would receive. You're better off just using a sheet of clear plastic that you can' take off once the daytime temps and sun are safe for plants. The plastic should rest slightly above the plants so there would be an air gap like a little greenhouse.
