If you check PH web, no login, no zip, Deals menu, that coupon (text/image) does not exist at ANY price.

If I add my California zip, no login, Deals menu, that coupon appears, but as $13.99. (Typical CA markup for PH prices is $1).

I'd ask you if the bogo OFFER (not bogo REWARD coupon) under "Exclusives", or in email, specifies the "$10.99" purchase, but your other post says you don't have it. I already posted the fine print of mine earlier where neither has ANY mention of the "$10.99" or ANY specific required item/price, other than saying "qualifying purchase".
