I was wondering the same; if I had to guess it requires software like the RGB Razer Goliathus does.
My experience with RGB mats has been terrible though. They work fine for a few months then only a small part of the RGB tubing functions where the USB cord connects; the rest of the mat is dark/won't light up. Perhaps the lighted tubing becomes kinked or clogged over time?
Also the RGB Prism 4XL is HUGE. I can live with the width but the 30 inch length is just too much. (That's what she said).
I would have to move 3 of my 4 monitors, speakers and arcade stick just to slide the mouse pad beneath them. Doing so might make them wobbly/shaky as well with the mat beneath; especially the displays. Overall great deal for $20 but I can understand why these are on clearance; they are just too massive IMO...

To actually answer your question, the RGB pad requires the SteelSeries Engine software running on your pc while it's connected to keep its configured lighting settings; see this video [youtube.com] for confirmation.
I decided to get one as I figured even if it's too big for my desk without my lazy ars doing some major moving of my equipment to accommodate it, I could possibly repurpose the mouse pad.
ChatGPT is telling me that the mousepad has "Default lighting: Cycling/breathing RGB effect. No computer required: You can power it independently of your PC." so apparently the software is not needed unless you want to customize; still not 100% sure of this though as the RGB Razer Goliathus requires software running on a connected PC to even light up at all...
