Is there a publicly available developer API?
If, for instance, I wanted to roll my own push notifications to my phone I was just wondering if there was actually an API in place to implement this easily. If not, are there plans for one? I can see how it would be useful for browser extension developers in particular.

To be honest, its not really developer friendly anyways. There is a lot of stuff we learned in the past 2.5 years that we'll be applying to the next version of the API that would make it a lot better and easier to use. The other big thing that's a lot of work is documentation. Good documentation isn't easy and takes a lot of work.
If we were to put out a public API, we'll do everything we can to get people to use it. Releasing a half-baked product doesn't instill confidence in the developer community to develop on your platform.
