Target REDcard no longer offering 5% discount on specialty Gift cards?

I am trying to convert my Target gift cards to eBay gift cards, but when trying to apply the REDcard 5% discount on the Target online website on the eBay gift cards, the discount isn't applied. The discount applied fine this past week. Anyone having this issue or is it just me?
