Do you think it is wrong or okay for people to take peelies (coupons) off of items in the store when they don't ever buy that item?

i went around and farmed ziploc bags full of coupons, ordered them in walmart. since they were 97¢ + tax, it was an easy money maker: 2 x (97¢ + tax) - $3 coupon = 88¢ overage/cash back.
that doesn't seem like a lot, but say you hit one store and find two tearpads (40-50 coupons on each) that is $70+ cash back and 160-200 free kits...expand that to large metro + special order at walmart = big payouts.
the only thing that sucked was waiting for shipments since these are assembly (i.e. JIT/made-to-order) and took weeks to ship. oh, and now they have verbiage on the coupons so they can't be used on trial size or these mini kits
