To be fair, Square Enix very rarely has sales on Final Fantasy games for PC. They have sales on their Eidos properties constantly (Tomb Raider, Deus Ex, Hitman, etc.). FF sales are pretty rare, and when they do happen, the deals aren't spectacular.

Is there a big draw to FF games on PC? I haven't played an FF game I actually liked since FF VII and FFT. FFX was OK, but the modern console generation games have been fairly mediocre (the ones I've tried). I don't know any PC players that really care about FF, whereas Tomb Raider, Deus Ex, Hitman, etc are fairly popular. My guess is the lack of sales on PC would be linked to the lack of interest.

In general, yes, although some games require a download and transfer via a PS3 (note: not PS4). Any game listed with Vita in the PS store can be downloaded straight to the Vita. I took a quick glance earlier and I think all the games on sale support the Vita directly, but it's worth verifying if you don't have a PS3.
