however, when I go to eBay, I dont' see this $5 off reflected anywhere.
My normal method of use is to click Add to Cart on an item on eBay, click on checkout, and then pay for the item.
Q: is this the same as an "eBay purchases paid via an eBay invoice" which is an excluded condition?

Spam for 5$?? No thanks!!!
I made a second transaction (another small item I needed to buy eventually) and found that the reason I didnt' get the $5 in my first was because I was also redeeming some eBay bucks. Oh well, no big deal.
While the $5 didn't show up when I used eBay checkout on the second transaction, it was taken into account in the money actually charged my CC from paypal.
As far as spam is concerned, I'm not worried. Gmail does a pretty good job filtering that crap out. That's why I have a shopping acct vs a "real" email account.
