No it's not necessary. And Yes you can connect to your PC via Bluetooth. But you can sell the dongle for $10. Which makes the new 2nd gen controller $30 + tax. Extremely slick deal.

The dongle provides a stable connection to the PC and you can bypass all those emulators... DS4 and InputMapper. So many issues with exclusive mode and lag. Steam works so much better with the dongle...

Battery seems to have improved. Also the slit of the light on the front is a plus I guess. Also this controller actually improves/eliminates lag input when playing plugged in via wired.

It's a matter of preference. I find the XB1 controller more comfortable because of the staggered thumbsticks, and all games on PC feature Xbox prompts. The DS4 has the better d-pad though.
