It depends. If I am not mistaken, Microsoft still allows you to run Windows 10 without license. However, you won't get personalization features, probably watermark, and probably nagging messages.

You use it like any other desktop computer. It's just smaller, quieter, and consumes less power so most people use it as a HTPC, home server, etc.
