Volaris also does not include any checked bags in their international flights. And they want to charge a currency conversion fee and a bunch of other mysterious charges that they only list in Spanish.

I suspect you might be confusing Costa Rica with Puerto Rico. Costa Rica is in a bit different region, hurricanes are not as much of an issue there as in the Caribbeans.
