If you're doing the .99 a month thing you must stay with Verizon and not pay off the phone in order to get all of the bill credits, yes.

For single line it would be too much...now if you do the s8/note 8 deal and this and in total you do 5-6 lines or more, then it's more effective...otherwise one line is probably like 80 or more

The sale is only for new lines. If you don't have any old contracts (including device payment plan), you can open a new line, roll the number over, then cancel the old.
