I think you Googled a different model - there are lot of Inspiron 13 models past and present, this is the 7370. The SSD is upgradable (even to PCIe, from the included SATA drive) but the RAM is not....

As per my knowledge, it has one SODIIM slot which can take up to 16GB DDR4 Ram. So, if you need to upgrade it, you need to replace the existing 8GB module with a 16GB one.

I do a lot of coding on laptops and the best suggestion I can make is go for something with a matte and not a glossy screen. Matte screens can be a little tougher to find on consumer grade notebooks.
