Actually the USB spec for USB BC 1.2 (5V 1.5A) does not allow for data and high power simultaneously. I don't know whether PD allows high speed data and high charge rates.

Yes. You have to use the official Apple cable for fast charging to work. Third party cables currently do not support fast charging.
