It's probably the Max-Q due to the product line being all Max-Q. Personally, I'd rather go with Costco. You can upgrade the storage later. Warranty is the kicker in favor of the Costco one.

Depends on what you're doing. For any workload that can utilize all 6 cores, 8th gen is better. Otherwise you won't notice that much of a difference in regular workloads.
