I was not able to restore with iTunes unlock as my sim is not eligible for activation from iTunes. And also I don't want iOS 11. I want to stick to 10. 11 just slows down the phone.

Yes, you can buy those refill cards, add a total of $150, call Verizon and tell them to unlock the phone. That $150 will go down by, say you pick $40/mo plan, $40 a month.
