I believe this could be due to the recent brand name change from Roxul to Rockwool. They might be unloading stock in the old packaging.

Yes it's a good option for filling between your joists as part of a sound reduction job. Assuming you have 16" joist spacing of course. Only effective as part of a wider reaching ceiling assembly...

I used this stuff for a renovation. It works great: saw probably a 6-10dB noise reduction relative to without it. I don't think it was that bad to install - certainly better than fiberglass.
