We booked on Hotwire once and stayed at a nice place near the Pentagon for less than $100/night. Look for something with no cancellation fee and if a deal comes up, jump on it.

DC rarely has reasonable hotel deals being such a busy tourist attraction year-around, especially on a capitol-centric holiday like the 4th.
