Don't most supermarkets allow buying gift cards with their store gift cards? I didn't have any issues doing so in the past.

For those seeking a refund on a BB GC purchased prior to the rule change, you do have legal recourse if you choose to pursue it and BB surely knows it. They're just gambling that most won't pursue...
