On Propane i cranked it for 4-6 times to get the engine turn on just barely. Then I had to shake the propane tank a bit lifting it and shaking it to get the engine reved up to normal operating speed....

Do you have the choke pulled out, or pushed in? Did you "prime" it by holding the button on the regulator for 3-5sec? Is the tank 100% open and does the tank work on other devices (BBQ)?

I just saw your comment. With propane do you stop once you hear the engine kick in or do you keep cranking until it runs properly? Mine turns on after the second or third pull but its not working...
