The email you use is linked to your Citi account, you can only add cards in your Citi account. Create a new Masterpass account with a different email and you should be able to add any major cards.

Sometimes the initial balance shown is not updated. You probably bought something and the $21.37 wasn't your current balance.

Beverage are great at both. The food at either is nothing to write home about but to me, the very few times I ate there, the food at Starbucks was tasteless!
