no, $99 = $45 payment credit + $54 but this is for only NEW customers. so if you are already a customer, you still can get for $99, but there won't get $45 payment credit.

I don't think it can be ported or unlocked to any other carrier right away... AT&T prepaid usually requires you to use their service for at least 6 months before you can request to unlock the phone.....
