It seems like once you add the offer to one of the cards, the offer doesn't show up for the other cards for the same person even if there are different logins set up.

Yep, but since $30 off $300 is a $10% discount you’d be better off going with a typical 15% discount on the iTunes gift cards. There’s a sale going on right now via PayPal Digital Gifts on EBay.
