Yes, Motorola's response makes sense as it's the operator like AT&T who locks/unlocks devices to their specific networks. This is just a dumb reason to deny unlocking.

Both of the phones that I unlocked through the portal I never turned them on and I'm a non AT&T customer. I just got the IMEI off the packing slip and submitted the request with that for both of them...

You can use the Z2 FORCE IMEI number or if you haven't received your phone yet you can use any IMEI number from a compatible unlocked phone.
