Yeah, laptops are generally a little higher than desktops. The cheaper ones, around $250-$300 tends to come with Intel Pentium family (e.g., 4415U) or Intel Celeron family processors (e.g., N3350)....

I think Laptops generally are always going to be just a tad bit higher. I think for refurbs you have to wait for the sales with rebates etc. Those make the deal even sweeter.

This PC I'm on now doesn't even have SSD. It's an older Asus M3N78PRO MoBo with AMD Phenom 8450 Triple-Core Processor, 80 GB spinner HDD. Works very well for web browsing, listening to Spotify, etc....

This 120 GB A400 will be fine for your use. Make sure your BIOS setting for SATA is set to AHCI before doing clean install of Ubuntu. I'm rocking Linux Mint 19.1 as I'm typing this.
