Pretty sure this is incorrect. Exemptions only affect the amount of tax withheld on paychecks. It does not change tax liability, so it would not change someone's eligibility for the rebate.

That is correct. It is not end of the year.. If you have more than $7500 tax liability by end of the year, you get a refund just like if you had paid extra taxes

Ended up getting a base for $27.5k as the best deal I could find in Los Angeles/SoCal. Still not bad to be 27.5k - $7500 federal + carpool stickers in CA(I don't qualify for the CA rebate).
