Why can't they just fix the certificate to add the gifting information? Just add a line that clearly states in bold that it can be used as a gift? Would take two seconds and save them all the email...

I upgraded to Executive account. And yes you can apply for Citi Costco Visa card. It may be possible with the business version as well, I didn't ask.
