The CPU will run all cores in a stress test at 2.2-2.3Ghz. I doubt anyone can get it to throttle down to 1.6GHz. It will perform even better with under-Volting. What does it matter anyway?...

I use a T480 for work and it's been a solid machine. No nonsense. If the L480 is similar just a little lower end, then $600 for this with a 3 year warranty and Windows 10 Pro sounds pretty good.
