As long as billing is done in name of marriott . The offer would be honored. However if booked from eg expedia and they charge u the money then this will not be honored

Not sure. It should work on anything related to a room bill but some properties have 3rd party vendors on site. Often these are things like restaurants and gift shops, even if they aren't explicitly...

Usually your larger hotels will carry Giftcards however many have gone away from it. It is mainly a property decision at that point so there is no way to tell by brand or ownership or management...
