Never mind. I was wrong. The S8 was on wifi so the tethering worked. As soon as I turned off the wifi tethering stopped.

Put the TW sim in your compatible phone then try to make a call. It should say something about Verizon network but unactivated. Your phone has now been "seen" by the Verizon network. Wait a while...
