Power Delivery only supports a higher maximum charge rate, it doesn’t guarantee the device will use it. If it’s too hot, it won’t try to charge at full speed.

OK and? Your 15W portable charger is probably proving 10-12W to the XS Max, whereas USB-PD will deliver 18W to the XS Max from 0-60%.
