Thats right. Apple will unlock only if carrier requests it. Unless xfinity sends a request it cannot be unlocked apple. Apple doesn't care if its 50 days or 0 days.

Right, you have to have paid off the first (full bill cycle) bill. I would think you could pay early before due date and then they would unlock the phone.

I ported my Lyca Mobile line to Xfinity Mobile in July. Lyca disabled my PayGo line (still had about $6 balance). I paid Lyca $10 to enable it and ported it out immediately.
