Yes and no. People buying these aren't putting them in a machine with a $100 mobo, $200 processor, $50 ram and a $50 SSD. Most people running a 2080Ti are on a 9900K minimum with a higher end...

AMD has no RT plans for now. Maybe late 2020 or 2021. They are in a bad position where their RT has to similar enough to Nvidia that developer will adopt it.

yes I have , and hate to disapoint you but I have had owned 980ti SLI , 1080 SLI 1080 TI in SLI and never once had a stability issue. A single 2080 TI is slower than 2x 1080 TI in AAA titles....

nvlink has sorta replaced sli in rtx cards...in what little games do support multi-gpu. scaling is another issue, and seems to fare better with dx12 games.

depends on the game. frostpunk scales very well in sli. Taxes both GPU evenly and gives fps boost. Runs butter smooth on ultrawide 1440p at 120hz. Other games like assissan creed odyssey doesnt scale...
