Ah gotcha, yeah if you're really got a low budget, then a 1600 would make sense if you cant spend the extra $120 for a 3600x (in this case).

It's more a question of should I? If the 1600 doesn't bottleneck the rx590 and is sufficient for gaming next couple years (CPU wise) then I go with 1600.

9700 should be faster but also cost 50% more. The 9700 competes more with the 3700 than the 3600. If you already have a AM4 board then get AMD. If you have a newer intel board then go with intel....
