If by "cancel" you are referring to you service plan with Verizon, yes.
When you get the phone, you sign a payment agreement based on the deeply discounted price minus any money you pay up front....

UPDATE: for those who missed out on the original deal, Costco is running an unadvertised sale on the Verizon Note 10+.
