VoLTE requires the other user to have ATT or Verizon in order for it to work. If they have Sprint or Tmobile it would not work

It's not 3G, it's LTE throttled to 2G-like speeds. This means 128kbps on AT&T and 64kbps on Sprint - not terribly usable, but works okay for basic apps.
