I think others have reported the USB C port is data only - it doesn't have display mode enabled. That being said, you could get a usb3 displaylink adapter.

No, because it has neither Intel QuickSync or Nvidia NVENC hardware acceleration.
In fact, its not very powerful and would be a pretty poor choice for a plex server.

It would work totally fine. Especially if you're using it with an Nvidia Shield as a client. You pretty much never need to transcode anything with the Shield.
